Afghanistan and India participate in IIHMR University’s talk on Public Health Actions for Universal Health Coverage in Developing Countries

IIHMR University organized a webinar on ‘Public Health Actions for Universal Health Coverage in Developing Countries.’ This webinar was organized under the aegis of SD Gupta School of Public Health (SDG-SPH). Dr. Ashok Agarwal, Trustee Secretary of IIHMR, Dr. Ferozuddin Feroz, Former Health Minister of the Islamic Republic of Afghanistan, Dr. Indu Bhushan, IAS, Former Chief Executive Officer (CEO) of Ayushman Bharat, Dr. SD Gupta, Chairperson, Dr. PR Sodani, President, IIHMR University, were the Panelists. Dr. D. K. Mangal, Professor, and Dean (Research), Advisor, SD Gupta School of Public Health, IIHMR University moderated the session. The webinar focused on the importance of health coverage and the challenges of overcoming the need for basic access to quality health services the world over in developing countries.

Dr. Ashok Agarwal, Trustee Secretary of IIHMR said, “SD Gupta School of Public Health (SDG-SPH) has been launched to felicitate the contribution of Dr. SD Gupta to the universe of Public Health. The SDG-SPH has been launched with a vision to train public health leaders, address knowledge on pressing health challenges and enhance population health and well-being. SDG-SPH is dedicated the improvement of health and well-being globally by preparing students to become public health leaders, scholars and practitioners.”

Dr. Ferozuddin Feroz, Former Health Minister of the Islamic Republic of Afghanistan, said, “More than 50% of the population world over does not have access to essential, quality & affordable health services. Over 930 million people, or 12% of the world’s population, spend at least 10% of the household budgets to pay for healthcare (WHO 2019). UHC contributes to achieving the objectives of other SDGs. UHC focuses on Promotion, Prevention, Treatment, and Rehabilitation. Universal coverage does not mean free coverage for all health interventions regardless of the cost; it is about embracing health systems, health service delivery, health workforce, health facility, communication networks, quality assurance mechanisms as well as governance. Universal Health Coverage cannot be improved unless equity is achieved.”

Universal Health Coverage should be designed based on scientific criteria, the country’s disease burden, cost-effectiveness studies, and health technology assessments.

Dr. Indu Bhushan, IAS, Former Chief Executive Officer (CEO) of Ayushman Bharat, said, “From 2000s India has made considerable progress on health indicators. Infant Mortality rate has declined by 51%, Maternal Mortality Rate has declined by 61%, and the number of seats for MBBS has tripled which we see an increase to 242% i.e number of MBBS seats has increased from 25058 in 2006 to 85726 in 2020. We have also seen an increase in public health expenditure by 80% and life expectancy has increased by 9%.”

Dr. Indu Bhushan further added, “The objective of the National Health Policy of 2017 has been guiding the UHC to achieve its targets. The response to COVID-19 Pandemic has strengthened the response to healthcare where we see rapid infrastructure up-gradation, policy reforms, and increase in healthcare awareness campaigns, augmenting infectious disease surveillance program, adoption of digital innovative solutions, improvement in hygiene standards, push for undertaking more research, deepening global cooperation on health and capacity building of health workers.”

Major National Health Policy targets for 2025 have been an increase in life expectancy to 70, reduce neo-natal mortality to a single digit, decrease household facing catastrophic expenditure by 25%, reduce premature mortality from NCDs by 25%, increase health expenditure by Government as a percentage of GDP to 2.5% and establish integrated health information architecture. For achieving the ambitious targets of UHC, India needs to counter several challenges such as fragmented and siloed health delivery, limited availability of human resources, inadequate healthcare infrastructure, asymmetry and deficit in access to health information, affordability of healthcare, and non-standardized quality of healthcare.

Dr. SD Gupta, Chairman, IIHMR University said, “SDG-SPH has been established to develop an institution that focuses on not mastering theories but transmitting these theories in practice. The institution shall be exploring new areas in public health and shall emerge as a thought leader.”

Dr. DK Mangal, Professor, and Dean (Research), Advisor, SD Gupta School of Public Health, IIHMR University moderated the session stated, “Universal health coverage is about ensuring that people have access to healthcare without suffering financial hardships. It is the key to ending achieving the twin objective of ending extreme poverty and increasing equity and shared prosperity. Goal 3 and target 3.8 aim at achieving universal health coverage and includes financial protection and access to quality essential healthcare services and affordable medicines and vaccines for all. About 90 million people are impoverished by health expenses every year. However, Universal Health coverage has gained momentum.”

IIHMR University Organizes a webinar on ‘Opportunities and Challenges for 21st Century Public Health’

IIHMR University one of the leaders in higher education in healthcare and a  Global Hub for Public Health scheduled a webinar on Opportunities and Challenges in 21st Century Public Health on 22nd January 2021. Considering the current situation of the Pandemic and the growing Public healthcare crisis across the globe needs a more comprehensive approach. IIHMR University recently launched the SD Gupta School of Public Health (SDG-SPH) to address various opportunities and challenges in the area of public health.

During the webinar, Eminent speakers such as Dr. Ashok Agarwal, Management Trustee and Founder IIHMR, Board of Trustee- Bhoruka Charitable Trust and Board Member of Johns Hopkins, Bloomberg School of Public Health USA, Dr. Akshay C. Dhariwal, Public Health Specialist, Government of India along with Dr. V M Katoch, NASI-ICMR Chair on Public Health Research at Rajasthan University of Health Sciences, Jaipur, President JIPMER Puducherry and AIMMS Madurai, Former Secretary Department of Health Research, Govt of India and Director General Indian Council of Medical Research, New Delhi discussed on key public health challenges and opportunities that would bring us closer to attaining the sustainable development goals 2030. The webinar was moderated by Dr. D K Mangal, Prof and Dean Research, IIHMR University Jaipur.

Dr. Ashok Agarwal, Management Trustee and Founder IIHMR said, “The disruptions in the healthcare sector have never been subtle nor have they arrived overnight. Public Health has never been complacent as there has always been a stir due to the emergence of new diseases; experimentation of new therapies; educated patients; the rise of consumerism amongst health beneficiaries. This compiled with the evidence-based decisions made by both seekers and creators of health services; economies of cure; enhanced use of technology for universal health coverage. There must be action on Emergency Use Authorization (EUA) a great mechanism to facilitate the availability and use of medical countermeasures, including vaccines, during public health emergencies, such as the current COVID-19 pandemic. ” Dr. Agarwal shared his opinion that the public health sector has seen greater channelization of funds and attention of Governments to healthcare all over the world due to the massive crisis created by the Pandemic and the warning that the globe again could be affected by such crisis now time and again. Thus, globalized action agendas in the sector; empowered logistics, and supply chain management would be the focal areas in which the experts must think and ponder upon. All the above aspects have led us to launch the S D Gupta School of Public Health to match up the vision of being agile and quick responding mainly on public health practices.”

During the webinar, experts came forward to discuss and share their views on the decade plan for achieving the SDGs.

Dr. Akshay C. Dhariwal, Public Health Specialist, Government of India, discussed major achievements of the 20th and first 20 Years of the 21st Century like infrastructure under National Health Mission, advanced technology. Dr. Dhariwal said, “The major achievements in the 20th and 21st century in public health were Artificial intelligence, non-communicable and communicable diseases, climate change. These achievements also included giving tools to public health professionals for disease eradication, elimination and control which was done effectively by the epidemiologists. Guinea Worm eradication program was the best example where this disease was eradicated within limited human resources.”

While elaborating on the challenges. Dhariwal said, “The challenges that outlay in future for public health must have a strong focus on Bioterrorism, Nuclear threat and Chemical Warfare. We have wonderful policies without having periodic reviews on implementation. There are various opportunities like Swacchh Bharat Abhiyan, Poshan Abhiyan, Fit India Campaign, Digital India campaign, Ujwala Yojna where we could have benefited to many public health programmes. National Disaster Management Authority (NDMA) and National Institute of Disaster Management (NIDM) under the National Disaster Management Act 2005 could play an important part in the public health decisions, and NITI Aayog- Vision 2035 Document on Public Health Surveillance in India would play an important role where Public Health Surveillance must be on top priority. The NITI Aayog has identified about 117 districts on the basis of the composite index for developmental activities. Issues such as malnutrition problem of Health Ministry or Women & Child Development Ministry, Dengue health problem or water management issue remained unresolved during this time frame and need a strong approach.”

Dr. V M Katoch, NASI-ICMR Chair on Public Health Research at Rajasthan University of Health Sciences, Jaipur, highlighted the need of SD Gupta School of Public Health and elaborated to say, “IIHMR University has a unique model and has been given the credit of creating thinking people. IIHMR University trains people in the highest order from the point of view of technologies, how to deal with the pandemic and working in the field with hands-on experience.  People in the public health sector must be trained for timely reaction, however, the number of public health care professionals is very few. The SD Gupta School of Public Health would make a difference only if they are able to train public healthcare professionals to be strong in areas of health economics, social behaviour, clinical genetics, they must be able to think on the policies in the public healthcare sector, etc. Dr. S D Gupta School of Public Health would be a school for people who would be future thought leaders and not just a school to train Public Health specialists.

Public health has played a key role in creating improvements in health status globally. However, this is also true that it has not given due weightage as compared to curative aspects of health. As a result, improvement of quality of life remains slow progress. There is a need for a more comprehensive vision for public health and the strengthening of public health to face the challenges of the 21st century. With a vision to support the growing necessities, challenges, and opportunities in Public Health, IIHMR University with excellence in this domain launched the SD Gupta School of Public Health. SDG School of Public Health is established with twin objectives of creating, documenting, and disseminating public health knowledge amongst public health policymakers, healthcare providers, seekers, and the general public and to prepare future leaders and build public health capacity and skills with emphasis on public health practice to meet the challenges of the 21st century consequently bridging gaps in public health education and practices.

The students will participate in the research programs and jointly think and design research studies and programs. He said that “we are incredibly fortunate that we have found a magic lever and it is-go to the people, live amongst them listen to them. Going among the community and learning about public health problems, and hence policies and priorities emerge, and this approach does miracle. The interaction between theory and practice is exceptionally productive.”

It is a new beginning; let us demonstrate to the world that academia and those working at the grassroots level will bring more significant results and change people’s lives.” He further added that IIHMR takes pride in bringing a paradigm change to the management of health systems. The MoU should lead the way for all of us to do pathbreaking work in the most deprived communities living in the states of Orissa, Chattisgarh, Bihar, and Rajasthan. We have an opportunity through this collaboration were young students from such areas can be identified and transformed into leaders. IIHMR University pledges freedom from COVID-19 by unveiling prevention guidelines this 74th Independence Day

Jaipur, August 17, 2020: As coronavirus pandemic being the pertinent issue in front of our country this Independence Day, IIHMR University, Jaipur, today unveiled a booklet- COVID-19 prevention and control guidelines’ for people to follow to curb the spread of the life-threatening virus from its roots.

Dr. Ashok Agarwal, Founder Trustee, IIHMR, digitally launched the book. Dr. Agarwal said that the Coronavirus pandemic, for the first time, has brought public health at the forefront. About 40 years ago, we decided to work on this subject. Today all the IIHMR graduates are at the front line of the corona war wherever they are posted, and they are helping to a great extent in fighting the corona war. Students are the basis on which this institution stands. He further added that public health measures like social distancing, wearing masks, and sanitization should be thoroughly managed in the population to contain the disease. The basis of health management is public health. Suddenly the demand for health managers has gone up tremendously. In the last six months, we got to know many things about this novel coronavirus, and we are continuously fighting with it.

The booklet highlights the emergence of COVID-19; its control and prevention, measures of home isolation, quarantine, workplace; COVID-19 guidelines for home isolation, domestic and international travels, and workplace setting. It also talks in detail where India stands in this global fight. The book was compiled after extensive research by IHMR University.

“In this booklet, we have outlined some of the revised guidelines suggested by the government of India and WHO. It talks about the various aspects of COVID-19 right from magnitude to its characteristics. We all know that the spread of this infection can be prevented if we adhere to certain guidelines like washing hands frequently, avoiding poorly ventilated places, and large gatherings.
