ASSOCHAM calls govt’s big job-generation moves “far-sighted” and “inspiring”, asks for “mission mode” implementation

ASSOCHAM welcomes the government’s “decisive” and “far-sighted” measures regarding recruitment of 10 lakh people over the next 1.5 years in the central government and its agencies/departments/ministries, and the Agnipath military recruitment scheme. The leading national chamber said if both much-needed schemes are implemented effectively in mission mode, they will boost employment among the youth and help the country take advantage of its demographic dividend.

ASSOCHAM firmly believes that these two bold employment measures show innovative thinking on the part of the Narendra Modi government and its focus on making governance more people centric.

Regarding the Centre’s new short-term recruitment scheme named ‘Agnipath’ for the armed forces, ASSOCHAM said it would provide the private sector with a young, disciplined, and patriotic workforce in the coming years.

“It is inspiring and heartening to see the government, led by our honourable Prime Minister Narendra Modi, putting a laser focus on the critical issue of employment, and this move will not only help ease the backlog of vacant government jobs but also provide hope to many millions of India’s youth, who are keenly looking to contribute to national development,” Sumant Sinha, President of ASSOCHAM, said.

Commending the Agnipath scheme, Mr. Sinha added: “What is more laudable is that these young men and women who leave the defence forces after four years of this scheme will receive a robust financial package for their national service that will cushion them and their families as they search for new employment.”

Deepak Sood, Secretary-General, ASSOCHAM commenting on the same scheme, stated, “The Agnipath scheme will make provide an opportunity for youngsters to not only bolster the strength of the Indian Armed Forces but also provide them with a unique opportunity to train in the best institutions and enhance their skills  and qualifications. The prime minister’s call to provide 10 lakh jobs in the Government sector will go a long way in providing additional employment opportunities but also improve government services for the common man.”

Meanwhile, according to government data tabled in the Rajya Sabha in February, there were 87 lakh vacant posts in Central government departments as of March 1, 2020.

COVID-19 Vaccination For Children: ASSOCHAM

The Associated Chamber of Commerce and Industry (ASSOCHAM) the apex association in the country had organized a webinar on “COVID-19 VACCINATION FOR CHILDREN” under its “illness to wellness” campaign which seeks to highlight salient points regarding vaccination in children.

The webinar was attended by, Shri Anil Rajput, Chairperson, ASSOCHAM CSR Council, Dr. G. C. Khilnani, Ex-Head & Professor, Department of Pulmonary Medicine & Sleep Disorders, AIIMS, New Delhi Chairman, PSRI Institute of Pulmonary Critical Care & Sleep Medicine, Dr. Rahul Nagpal, Director & Head of Pediatrics Fortis Hospital Vasant Kunj, Dr. Amita Mahajan Sr. Consultant, Pediatric Hematology/Oncology Indraprastha Apollo Hospitals, Dr. Rajesh Kesari, Founder, and Director, Total Care Control.

Initiating the webinar Shri Anil Rajput, Chairperson, ASSOCHAM CSR Council said, “COVID-19 has upended the life of children, and children’s health is one of the most important issues in sustainable development goals. Although the infection has been less severe for children one cannot ignore the importance of vaccination, and with rising cases of Omicron there is a high risk for children especially who have underlying medical conditions like Asthama, obesity, heart diseases etc”

Mr Rajput further added that several countries have extended their immunization programme for children, but India is yet to roll out a COVID-19 vaccine for children. Vaccinating children will not only decrease COVID19 transmission in this age group but will also reduce transmission from children to adults, minimize disruptions to education and maintain their overall well-being and health.

Taking the parents perspective, Dr. G. C. Khilnani, Ex-Head & Professor, Department of Pulmonary Medicine & Sleep Disorders, AIIMS, New Delhi Chairman, PSRI Institute of Pulmonary Critical Care & Sleep Medicine said, There are incidences of increased obesity amongst parents and this has a direct bearing on children as they will watch their parents itself, with this, there are concerns over increasing alcoholism and child abuse that has come with the social isolation and altercations between the parents themselves and even worse is the loss of a parent that the child may go through during the Pandemic. There is also the issue of increased screen time that the children are facing with all the education and classes taking place in online form due to the Pandemic.

Speaking on the mental well-being of children, Dr. Rahul Nagpal, Director & Head of Pediatrics Fortis Hospital Vasant Kunj said, Besides the physical aspects’ children have been majorly restricted and socially isolated, this has a bearing on their mental health and wellbeing which is the reason why there is an increase in developmental disorders in children in this early stage, the loss of a parent has caused anxiety and nervousness amongst the children as well. The children are losing a sense of reality due to increased screen time as most of their time now is spent looking at fictional cartoons and other characters. The risk of MISC (Multi-system inflammatory syndrome) cannot be ignored in children. MISC is the most important complication as it happens at least after a month of active disease and 1 in 10 lac children get affected due to hyperactivity of the immune system.

Elaborating on children’s specific responses, Dr. Amita Mahajan Sr. Consultant, Pediatric Hematology/Oncology Indraprastha Apollo Hospitals said, The treatment has varying and differing effects on every child and asymptomatic children will have a more severe impact, and thus steps were taken to limit exposure to the infection, as it was seen that indirect impact was more severe in children with cancer. It is a fact that healthy children do not suffer so badly, unlike children who already have an underlying disease like cancer. The vaccination for high-risk children population has not yet been approved by the DCGI and in the west, only children above 5 years of age are being immunized, the DCGI is carefully deliberating the risk to benefit ratio. Although the pediatric vaccination will build confidence as soon as some degree of vaccination is rolled out.

Dr. Rajesh Kesari, Founder, and Director, Total Care Control said, The most effective arsenal against this virus is the vaccine, our country has made great strides in process of vaccination and India has taken one of the biggest steps, but are these steps enough, as children are being isolated which is making them irritable and depressed, and with the rising burden with the parents to maintain a family discussion on the new variant and children’s vaccination becomes imperative.

The panellists were unanimous in their praise for ASSOCHAM for its initiative, they also spoke about the side effects of Indian vaccines which they sought out to be minimal, the severeness of vaccine hesitancy has been effectively replaced by aggressive acquiring of vaccines, there was discussion on the booster dose as the vaccine efficacy gets lower as time passes by and after 6 months it was found to be 20-25% as compared to 90-95% during the first months, full vaccination is hardly more than 50% and school-going children need to be vaccinated as it will prevent transmission and duration of transmission, as COVID is here to stay we need to take steps to address this commotion.

Gurugram leads in affordable housing

With improved demand and supply in the affordable housing market, the real estate sector, which has been going through a rough patch for the past few years, is gaining traction in Delhi-NCR. According to a report by property consultant Anarock, affordable housing — defined as units costing less than Rs 45 lakh — has seen the highest demand since the pandemic hit the nation. In 2020, affordable housing accounted for 40% of demand, up from 31% in Covid-19 — a 9% rise. Nearly 38 percent of the overall affordable housing demand in the country came from Delhi-NCR. Affordable Housing in Gurgaon accounted for 32 percent of total demand in the Delhi-NCR region, led by Greater Noida (24 percent).

Between 2018 and 2020, 79,840 affordable units were introduced in Delhi-NCR. Nearly half of these were in the affordable category. Last year, a total of 18,540 units were available, with affordable housing accounting for 61% of the total. The supply and demand are in harmony. Gurugram has the most affordable housing stock, with 6,590 affordable units out of 11,180 new units launched last year. Between 2018 and 2020, Signature Global, a leader in affordable housing, launched 19 affordable projects. Gurugram has the highest demand, with 32 percent, followed by Greater Noida (24 percent), Noida (18 percent), Delhi (12 percent), Ghaziabad (8 percent), and Faridabad (6 percent).

According to the most recent update to the Affordable Housing Policy, each dwelling unit now has one free parking space. Furthermore, the state government’s increase in the project area cap through this amendment would encourage many reputable real estate players to come forward and create affordable housing, which has long been in demand. An increase in the commercial area of a project, which means more margins for developers coping with low income, is another boon to the sector.

In the last few decades, the economic growth in Gurgaon has supported accelerated urbanization and growth of the migrant population coming to the millennium city offering maximum employment opportunities. Rapid development in on MG Road and Cyber City created a ripple effect and pushed developments to new Gurgaon and the southern parts of Gurugram; this led to the emergence of new areas like Southern Peripheral Road (SPR) and Sohna Road – taking you to the Sohna town. Sohna’s real estate market is led by affordable and mid-segment housing. Emphasis on affordable housing is also pushing further the development of this region where more than 40 percent is under Rs 50 lakh.

Talking of Affordable Housing in Gurgaon, sector 95 is the area that is popular and Signature Global Aspire is a project which opens for application till 18 April 2021. The project offers 2BHK units in 22.45 lakh and offers all major amenities.

The biggest advantage in DDJAY floors is that each floor is separately registered and a buyer can avail benefits of CLSS according to his/her eligibility on securing a floor.

Gurugram realtors calls for rationalizing of circle rates

In a sudden move, the Gurugram administration decided to increase the circle rate by up to 90% at some of the posh localities of the city, at a time when the real estate sector is still recovering from the setback by COVID19. The revived circle rate came into effect on April 8. The city realtors called out to the administrators to look into the matter and roll back the increase as it can have cascading effects on the city’s growing sales, which have been better than the neighbouring cities in NCR.

Sanjeev Arora, Director, 360 Realtors, says, “Instead of increasing the circle rates by 90%, the administration should have stayed only with its decision of November 2020 of imposing additional tax liability where the differential between market price and circle rate is up to 20%. The current decision will dent the real estate market, which is in the revival mode after the COVID situation. In all our dealings with the buyers, we have concluded that they are looking for respite. Right now, the developer community is using all means to help the buyer realize their dream of owning a real estate asset, but the community needs support from the government. The rates in Gurugram are already high, and we hope that the administration realizes it.”

The Gurugram administrations’ decision to increase circle rates cannot be justified when other states are reducing stamp duties. For quite some time, the developer community has been demanding a cut in circle rates to infuse confidence in the market; the circle rates were already very high, and this increase will prove detrimental for the realty sector. Achal Raina, COO, Raheja Developers, says, “We have to look at states that are trying to help the buyers save money in these challenging times. We have examples where states have reduced stamp duty, and Gurugram has gone ahead with an increase in circle rates. We request the administration to deliberate on the ways to help the real estate sector in the city. The demand in the city is high, and we have been witnessing a good number of sales; this will automatically mean good revenue. However, increased circle rates will force the buyers to go into the shell, which will affect the revival.”

The real estate market has been in the revival mode as buyers have been thronging to get hold of a real estate asset. According to JLL Q1 Residential Market Update – Q1 2021 report, the Delhi NCR market has performed much better than all other major cities in terms of new launches, as the region witnessed a jump of 111% in Q1 2021 over Q4 2020. Compared with Q1 2020, NCR added approximately 6,750 units in Q1 2021, a Y-o-Y increase of 9%; out of the total, approximately 52% of the new supply was in the affordable segment, according to ANAROCK’s Q1 2021 data. The number of launches in Gurugram is better, which points to the demand for property in the city.

When Maharashtra reduced the stamp duty, it recorded around 12,000 property registrations in March; the state also decided to maintain a status quo on circle rates. The state government decided in August 2020 to reduce the stamp duty on selling deed documents registered between September 1 and December 31, 2020, by 3%. From January 1 to March 31, 2021, the relaxation proceeded with a 2% reduction; Resultantly, Mumbai saw a surge in property registrations.

We were expecting that the Haryana government would decrease the circle rates. The move to hike the rates would discourage investors from buying properties. The sector needs support from the government, and buyers are also looking at ease of buying. On its part, the real estate sector has kept the prices subdued for years now despite rising raw material cost; buyers constantly looking for some respite in prices, which is only possible through a reduction in circle rates and stamp duty. We urge the administration to look into the matter and take preventive measure.”

New Delhi: The Associated Chambers of Commerce and Industry of India (ASSOCHAM), one of the apex trade associations of India in association with ITC Sunfeast concluded the Tenth edition of its Wisdom Series lecture titled “Interaction on Ease of Doing Business” on the theme of ‘Aatmanirbhar Bharat – Vocal for Local – Moving towards Self-Reliant India’. The session was graced by the presence of Shri M.Thennarasan,IAS, Vice Chairman & Managing Director, Gujarat Industrial Development Corporation. The session was moderated by Shri Anil Rajput, Chairman, FMCG Council on Brand Promotion & Brand Protection, ASSOCHAM holding an insightful interaction on various initiative.

Appreciating this great initiative called Atamnirbhar Bharat, Shri M Thennarasan gave a presentation on Ease of Doing Business wherein he highlighted the various initiative of GIDC specially during covid- 19 . He said “India has been ranked 79 from 142 to 63 in a span of 5 years as the ranking system established by World Bank. Next he talked about the compliance system.Govt. Of India is committed to ease the regulatory compliance system for the businesses in India. Next, he discussed the various initiatives taken for Ease of Doing Business (EoDB) by Government of Gujarat like Gujarat Single Window Clearance Act 2017, Investor Facilitation Agency, Online Incentive Application, Labour Compliances, Ease of Electricity Connections, Auto Renewal of NOCs etc. Next he highlighted key initiative for EoDB by GIDC like online modules of GIDC, GIDC Setu, Mobile App, Dues/Accounts information, Self clearances etc. Talking about the other initiatives he said that initiatives like Digital Signature, E-File Movement, Decision Support System etc were also taken to facilitate EODB in the state. At last he concluded by inviting participants and companies to the state for investment.”

Talking about the theme he said “Ease of doing Business refers to the regulatory environment in a country to set up and operate a business. Every year, the World Bank compares the business environment in 190 countries in its Ease of Doing Business Report. The ease of doing business rankings is based on a country’s performance on 10 parameters such as enforcing contracts and starting a business. These parameters are regulated by different agencies across the three tiers of government (i.e. central, state and municipal). The vision of self-reliance will help strengthen the domestic ecosystem and make the country more globally competitive. At the same time, sustaining economic growth in the next phase will depend significantly on fundamental reforms to support de-regulation/improved regulatory delivery. Majority of the regulatory compliances require businesses to make multiple visits to the government agencies in the state to obtain approval. Several states have introduced online systems, including Single Window Systems (SWS) for obtaining such approvals. As with any other new initiative there are still implementation gaps and but monitoring of these systems through third party audits will help improve even the existing systems. Attracting investors and facilitating the growth of domestic players requires the Indian regulatory ecosystem to undergo rationalization and increased digitization. Indeed, if state governments are committed about reforms and are focused on economic recovery, they should first focus on improving regulatory delivery.”

The ASSOCHAM webinar was organized with an objective to cascade mass awareness and disseminate knowledge & wisdom to combat depression and promote healthier and happier life during current scenario.

The online event was graced by a team of eminent mental health experts who shared their valuable inputs on Depression management, which included – Prof. P K Dalal, President-Indian Psychiatric Society and Former Professor & Head Department of Psychiatry KGMU, Lucknow; Dr Ishita Mukerji, Program Director and Senior Psychologist, Kaleidoscope; Dr Akshay Kumar, Associate Consultant, Mental Health and Behavioural Science, Artemis Hospital, and Dr Rajesh Kesari, Founder and Director, Total Care Control who served as a moderator for the panel. The campaign running under a CSR initiative supported by SAVLON, aims at promoting healthy living with a keen focus on wellness and preventive health through healthy habits, diet, exercise, and holistic health.

Sharing his perspective, Prof Dalal said, “Depression is one of the most common mental disorders. It occurs across all the age groups and is twice as common in females as compared to males. It is treatable and the treatment should be started as early as possible. It can also occur quite commonly with other chronic physical and mental disorders as well. If left untreated it can be severe in intensity and can lead to even suicidal tendency, a psychiatric emergency.”

He said around 10 to 15 percent of people suffering with depression can commit suicide and around 20 percent more can attempt for suicide. The person should be immediately hospitalised and treated. There are now good medicines and other therapies available for the treatment of depression.

Prof Dalal added, “Medicines to treat depression are neither habit-forming nor sedating in nature. The treatment can be easily tapered off after the person remains fully asymptomatic for a considerable period.”

The key to get to the core of the issue is by addressing and communicating in a safe space. “The continuing stigma associated with mental illness was the reason why we decided to come out and talk openly about it”, said Dr Mukerji.

“For someone living with depression, acknowledging their emotions and talking to a person they trust is often the first step towards treatment and recovery,” he said.

“A better understanding of depression and how it can be treated, while essential, is just the beginning. What needs to follow is sustained scale-up of mental health services accessible to everyone, even the most remote populations in the world,” said Dr Mukerji, Senior Psychologist-Kaleidoscope, as she concluded her address.

According to World Health Organization (WHO), depression is one of the leading causes of disability. Suicide is the second leading cause of death among 15-29-year-olds. People with severe mental health conditions die prematurely as much as two decades early due to preventable physical conditions. These facts are a waking reality for all countries to re-think their approaches to mental health and to treat it with the urgency that it deserves.

The expert panel in coherence expressed that Depression is bio-psycho-social in nature, because of which a strong link between developing depressive symptoms & chronic illnesses can be established. Amidst the many important inputs during the webinar, it was also suggested that physicians who diagnose patients with chronic disorders must map the psychological impact with equal importance as co-morbidity can magnify due to the interlinking of diseases.

Between adjusting to Work from home, children’s online school-college education, lack of contact with other family members, friends and colleagues and accepting the changes of lifestyle while mitigating the fear of contracting the virus, the mental health of people took a beating. Stress became a common and consistent emotion.

In severe cases, it even led to clinical depression. Reflecting on how stress and depression are often confused with each other, Dr Kumar, one of the experts among the pantheons from the field of mental health said, “Stress and anxiety are very different from Depression. Stress is not a disorder, but more of a reaction triggered by an external stimulus which may be uncomfortable. It is often used within the professional context to indicate an uncomfortable situation, wherein we must be careful not to interchange the meaning of sadness, stress, anxiety, and depression. Having said that, chronic disorder can lead to depression, if not monitored within time.”

The critical takeaways from the insightful session, included ways to handle a person with suicidal ideation with utmost vigilance on behalf of family members & social support, tips to parents and children on time management and active listening to prevent feelings of isolation and detachment, stages of post-partum depression, looking out for symptoms of depression in someone suffering from prolonged sadness and normalizing seeking professional help to resolve and steer ahead.

The session was moderated by Dr Rajesh Kesari, founder and director, Total Care Control who also shed some light on the gravitas of the topic and highlighted the need of acknowledging the existence of the problem of depression, which is still considered a taboo, as he successfully summarized the discussion with expert inputs of the esteemed panel.

20 Minutes’ Meditation Is Equivalent To 4-5 Hours of Deep Sleep, Say Experts at ASSOCHAM’s ‘Illness to Wellness’ Series

The Associated Chambers of Commerce and Industry of India (ASSOCHAM), one of the apex trade associations of India successfully organised 15th edition of the ‘Illness to Wellness’ series themed ‘Emotional Wellness at workplace’.

The online event saw participation of an expert panel that discussed various aspects of creating work-life balance to deal with stress at the workplace.

Supported by the hygiene brand SAVLON, the program which promotes healthy living with a focus on wellness and preventive health through healthy habits, diet, exercise, and holistic health saw the speakers engage on the importance of emotional wellness at the workplace.

Among panellists, Mr Ajey Vij, senior faculty, Art of Living Corporate Programs, while speaking at ASSOCHAM webinar shared his immense wealth of wisdom and extensively covered aspects to avoid stress at workplace, to control our thoughts and emotions to be a good leader and to use breathing techniques to enhance emotional wellness.

Mr Vij also demonstrated practical sessions of the breathing techniques for the participants.

Emotional well-being has been an important aspect but with these unprecedented times has made it even more important to pay attention to. The session shared simple methods and ways for emotional wellbeing- to live in the present, whatever you resist persists and tendency of the mind to cling to the negative.

A key aspect to an emotional wellbeing Prana (subtle life force energy) – it being up or down in the body decides our state of mind. It being low affects our emotional balance. Leaders always focus on high energy.

He touched upon different sources of energy – food, breath, meditation which can help us bounce back.

One big source being the breath, the session has some simple breath awareness. The simple takeaways from the session are simple meditation, 20 minutes’ meditation is equivalent to 4-5 hours of deep sleep.

While addressing ASSOCHAM webinar, Mr Anil Rajput, chairperson, ASSOCHAM CSR Council, said, “the outbreak of COVID–19 pandemic has ravished almost all the spheres of life. Humanity has suffered a great deal. The pandemic crises have deeply impacted both the mind and body of the people across the globe. The destruction has posed the unimaginable and unprecedented challenges and people are looking for different ways and means to recover from these potential issues”.

Mr. Rajput further added that the good news in this year is that it is the direct result of an indomitable spirit of the medical fraternity that we have a vaccine to fight against these potent coronaviruses and expected very soon to be available for the common man.

Mr. Rajput emphatically mentioned that “the present year 2020 has also witnessed a new phenomenon of ‘work from home’ which certainly posed numerous formidable challenges for both employers and employees. The employee’s major challenges are disciplined while working and most challenging is time separation for working and family hours. For employer’s, their paramount expectation is the desired outcome in new settings”.

Mr. Rajput very rightly pointed out that “the relevance of health, yoga, walking, cycling along with healthy diets have gained vital importance by all”.
