Sikkim Chief Minister wears PPE to boost morale amid Covid spike

31st May 2021, Sikkim: The Hon’ble Chief Minister of Sikkim Shri Prem Singh Tamang (Golay) along with his team went on an inspection tour of COVID Care Centres and hospitals in Sikkim and also announced the installation of oxygen supply plants in different parts of the state.

The inspection commenced early morning from Paljor stadium and then headed towards Saramsa. The Hon’ble Chief Minister interacted with the health workers, frontline warriors and enquired about the health of the patients at these centres. They also provided food, relief materials and essential items to the patients before heading for Namchi (South District).

In a brief program held with the Chairpersons, Zilla Adhyakshaya and members of Zilla Panchayat, President and members of Namchi Municipal Council, Additional Political Secretary, District Collector, Superintendent of Police, Additional District Collectors, Sub-Divisional Magistrates, Block Development Officers and officials of line department of South District, at the DAC, Namchi, The Hon’ble Chief Minister stated the government’s commitment towards enhancing the health facilities in the state. He asserted that the main purpose of their visit is to check the ground situation and thank the health workers, frontline warriors, police personnel for their dedication and service.

The Hon’ble Chief Minister reiterated that the Government is dedicated to having sufficient oxygen and informed them about the 1000 litres per minute Oxygen plant is being installed in STNM Sochyagang, 500 litres per minute in Namchi, 200 litres per minute in Singtam, 200 litres per minute each in Gayzing and Mangan hospital and plan to set up 500 litres in dedicated Covid Care Centre at Karfectar.

He urged the ADC(Development), BDOs, party functionaries to regularly generate awareness among the public and directed them to cancel social functions and be vigilant while taking care of asymptomatic patients which can be lethal if not taken care of. Emphasising the need for strict regulation in the rural areas, he added that village police will be deployed to ensure that the SOPs in the villages are being maintained properly and directed the line departments to be alert and active to help the poor and dependent people who become the victims of the pandemic.

The Hon’ble Chief Minister and team visited the Girls hostel, Namchi, where 17 patients are admitted and a few of them are under oxygen support. Equipped with a PPE kit and adhering to the protocols, he interacted with them and assured them that they will be cared for, and every help will be rendered to them.

Afterwards, the team also visited the Namchi District Hospital and interacted with the medical officers, staff and took stock of the situation. The Hon’ble Chief Minister also spoke with the patients and assured them of every possible help.

Further, he announced that the District Hospital, Namchi will have supplementary renovation with proper medical equipment, ambulances and instructed the concerned authority to ensure that patients do not face any difficulties.

Thereafter, the team visited the SICB, Karfectar to inspect the Covid Care Centre that is being set up to serve the patients of SouthWest districts. The concerned official and the health officials provided updates about the preparations and the Hon’ble Chief Minister directed them to render every possible support to the people.

Also, the police department has been directed to conduct strict surveillance of the areas and ensure that protocols are not being flouted.

Lastly, the Hon’ble Chief Minister and the team also went to Geyzing (West District) and visited the Village Administrative Centre, Geyzing-Omchung GPU, Geyzing Hospital and Nursing training centre. Again, donned with PPE Kit there, he inquired about the health of the patients in the centre and instructed the officials in charge to provide wholesome foods and supplements on regular basis.

The Sikkim Government has further mentioned that shopkeepers and vendors will also be tested, and a negative result will be required to run their business. This ensures the safety of their families as well as the customers.

Riga, Latvia – Israeli drone service provider ERELIS recently conducted a number of pilot projects using a drone equipped with a single-beam echo sounder in the Mediterranean and Dead Seas. The data was validated by authorized local surveyors and reports from previous surveys of the same areas by “Michmoret Campus – Faculty of Marine Sciences”. The “reference” bathymetric data was collected using a manned boat and multi-beam and single-beam echo sounders and demonstrated a good match between the results of new drone-based and traditional methods.

The bathymetric system consisted of a standard commercial DJI drone (UgCS SkyHub onboard computer and terrain following system with radar altimeter) and Echologger ECT400 single-beam echo sounder provided by SPH Engineering, Latvia. For data processing, the Eye4Software Hydromagic software package was employed.

“I was surprised by the maneuverability of the system and how easy it is to conduct bathymetric surveys using a UAV equipped with an echo sounder. Some of our survey areas were 400-500m away from take-off/landing positions and that means that the term “remote sensing” comes to the world of hydrography and becomes available to any drone service companies,” Roman Kirsanov, CEO of ERELIS, comments.

“Good to see that applicability of our system with a single-beam echo sounder is validated in conditions outside of its initial focus on small-scale surveys of inland water bodies, first of all when possibility to do surveys without actual physical access to the area under investigation, as well as situations where it is not reasonable to employ traditional methods. Furthermore, thanks to our partner, we can now also recommend our system for small-scale surveys in coastal areas and virtually in any liquids – density of water in the Dead Sea is 1.24kg/L,” Alexey Dobrovolskiy, CTO of SPH Engineering, adds.

SPH Engineering announced the launch of a UAV drone, integrated with an echo sounder, as a new product for bathymetric surveys of inland and coastal waters in May 2020. This data collection method has been used in a number of countries, including Denmark and the UAE. The method has proven to be both time and cost efficient and suitable for mapping, measuring and inspections, as well as environmental monitoring. This bathymetry solution is also synchronized with Hydromagic Survey software package.

Regulate Unorganised Tobacco Trade and Bring in Equitable Taxation Policies to Safeguard Indian Consumers from Inferior Quality Tobacco Products: Experts

New Delhi, 31st May 2021: Consumer Online Foundation (COF), Patient Safety & Access Initiative of India Foundation (PSAIIF), The AWARE CONSUMER (TAC) and Healthy You Foundation in association with PHD Chamber of Commerce and Industry (PHDCCI), today on the occasion of ‘World No Tobacco Day’ organised a webinar to deliberate on protecting the consumers who are getting victimised under the influence of NGOs of western countries and consuming spurious and inferior quality tobacco products. The webinar also discussed the amendments proposed in the COTPA law by the Ministry of Health of Family Welfare and its impact on consumers and livelihoods of retailers who reeling under the attack of second wave COVID-19 pandemic.

The illustrious panel comprising consumer policy experts, scientists, healthcare professionals, farmer leaders, academicians, and people representatives among others unanimously recommended regulation on the unorganised tobacco trade in India and called for equitable taxation policies across all types of tobacco products to ensure quality products is available to consumers. It also suggested a symmetrical increase in taxes across all types of untaxed tobacco products which is widely available in the form of chewing tobacco, gutka, pan masala variants, zarda etc. and affecting the health of the consumers. These products are consumed by the poorer section in India due to their affordability and accessibility in the absence of any regulations and taxation. Failure to bring them under the ambit of a uniform tax structure defeats the purpose of a tobacco control programme. Bringing in appropriate regulations and ensuring that all tobacco products are equitably will not only reduce its consumption or ensure superior quality product is offered to consumers but will also fetch additional revenues to the government.

India consumes 596 million kgs of tobacco of which only about 52 million kgs i.e., 9% is consumed in the form of duty paid cigarettes while the rest 91% of the tobacco consumption is in various other forms like bidi, khaini, gutka, chewing tobacco, illegal cigarettes, zarda, snuff, cheroot, etc. Also, internationally 90% of tobacco consumption is in the form of cigarettes with India accounting for less than 2% of global cigarette consumption. Our country accounts for 84% of the world’s tobacco consumption in a smokeless form.

Stressing on the need to avoid the adoption of any coercive tobacco control measures, under the influence of vested interests, to force stop consumers from consuming tobacco products, the expert panel observed that measures proposed under the COTPA Amendment Bill 2020 may not induce any significant change in tobacco consumption behavior of people. Instead, consumers will feel that they will start consuming more tobacco as they will be forced to buy full packs or switch over to other forms of tobacco like smokeless products which are of inferior quality. Noting that the unemployment rate in the country has already gone up to 14.7% as per the latest data from the Centre for Monitoring Indian Economy (CMIE) for the week ended May 23, the panel further opined that such draconian measures will only benefit e-commerce and modern retail outlets at the cost of small retailers who are already under duress due to COVID induced lockdown in different parts of the country.

Advocating the rights of the consumers, Prof. Bejon Kumar Misra, Founder Director, PSAIIF and Founder Trustee, COF said, “Eventually, it is the aware consumer who will decide what to consume and what not to consume. Till such time there is demand for tobacco products, the government has no right to deny customers the product as otherwise, they will find illegal ways to source the product. So, the government should focus on ensuring the availability of the right quality product to customers in an authentic manner.”

Given India’s tobacco consumption pattern, which is predominant in the form of chewing tobacco, the government should give priority to regulating the unbranded and illegal tobacco products. The thrust of its awareness programme should be in the villages and tier-3 towns instead of big cities where consumers are already aware,” he added.

Citing PRAHAR’s recent research to understand the likely impact of the proposed COTPA Amendment Bill 2020 on consumers and retailers, Mr Abhay Raj Mishra, President, PRAHAR ((Public Response Against Helplessness and Action for Redressal) stated, ““The amendments under the COTPA law will increase tobacco consumption amongst the consumers instead of curbing it. The online survey involving 1968 respondents across the country revealed that 87% of the participants are of the view that the proposal to stop the sale of loose cigarettes is self-defeating. It observed that 57% of consumers buy loose cigarettes to control smoking and the ban will force them to buy full packs making cigarettes readily available in the hands of consumers leading to increased smoking. 55% of the respondents felt that they will not be able to make an informed choice with regards to tobacco products through in-store branding and will end up buying a low-quality product.”

There is also a huge discontentment among petty retailers and survey concluded amongst 984 respondents through an online platform also showed dissatisfaction amongst the community. 95% of the respondents feels threatened because of drastic increase in penalties and making offences cognizable in the proposed amendments in the COTPA law. The respondents feel that if the amendments gets implemented, it will increase harassment by authorities even for small issues or will breed corruption. 33% of the respondents feel that they will have to shut shop to save themselves from such high level of harassment and corruption and will ultimately lose their livelihood.”

Sharad Tandan of Tobacco Institute of India said, “High and escalating taxes on Cigarettes provide a profitable arbitrage opportunity for tax evasion. This has helped smuggled and illicit cigarette trade to flourish in India in the last one-and-a-half-decade, doubling from a level of 13.5 billion sticks in 2006 to 28 billion sticks in 2019. While the legal Cigarette Industry has shrunk by around 22% during the same period. Thus, going forward, any policy development or extreme regulations should bear in mind the consequences of such measures on the legal cigarette industry and the livelihood of millions.”

Raising the farmer’s concerns Mr. Javare Gowda, President, Federation of All India Farmer Associations (FAIFA), said, “India is the second largest producer of tobacco in the world and a large exporter. Tobacco is cultivated in 13 States in the country providing livelihood to 4.57 crore people, that includes lakhs of farmers, labourers, poor rural population and tribals and their families. Policy makers have been implementing harsh tobacco regulations, however, there has been no talk or action taken regarding the actual problems of the tobacco farmers. Adverse proposals under the COTPA Amendment Bill if implemented will have a further detrimental effect on the livelihoods of FCV farmers who cannot grow any other equally remunerative crop in their dry and arid regions.”

“There is currently insufficient information to confirm any link between use of tobacco or nicotine and COVID-19” said Shri Prafull D Sheth, Former Vice President of FIP and a renowned Pharmacists in India.

The recommendations discussed during the webinar were submitted to Honourable Prime Minister’s office, Ministry of Health of Family Welfare, Commerce Ministry and other relevant ministries for their perusal and consideration.

HDFC Mutual Fund’s socially responsible Initiative #NurtureNature on World Environment Day

Mumbai, 31 May 2021: HDFC Mutual Fund (HDFC MF) has initiated a socially responsible campaign #NurtureNature to plant a tree on behalf of investors who register for a Systematic Investment Plan (SIP) between 31 May – 4 June 2021. HDFC MF has associated with Grow-Trees.com dedicated to the cause of planting trees, for this innovative social cause.

A Systematic Investment Plan is a great way to invest in mutual funds, wherein a fixed amount is invested at regular intervals in a disciplined manner without having to worry about market ups and downs and timing of entry. With a SIP, an investor can aim to build a corpus for his/her long-term goals like retirement, children’s education, and wealth creation, etc.

HDFC MF will have a sapling planted on the investor’s behalf, for registering a SIP through digital/online modes only with a minimum of Rs. 1000 per month, for a tenure of at least 3-years in an equity-oriented scheme (excluding arbitrage and index funds) in both regular and direct plans. After a period of 3-months post the date of registration, a tree will be planted on behalf of the investor, and the investor will receive an eCertificate from HDFC MF.

Mumbai: Greenply Industries Limited, India’s largest interior eco-friendly infrastructure company with over 30 years of experience in manufacturing a comprehensive range of plywood, block boards, decorative veneers, flush doors, and other allied products has recently divulged that it will invest around INR 75 crores to set up a plywood and allied products manufacturing unit through a wholly owned subsidiary in at Sandila Industrial Area in Hardoi, Uttar Pradesh. The proposed capacity addition is 13.50 million square metre per annum while the existing capacity of the company is 24.90 million square metre per annum. Greenply has decided to set up the plant at Hardoi considering the proximity of principal raw materials such as agro forestry timber and availability of workers, along with growing demand in northern and central markets of India. The new project is expected to be operational by the fourth quarter of 2021-22.

Greenply is also now the proud owner of FSC® – FM (Forest Management) Certification fromForest Stewardship Council (FSC®) for its sustainable plantation unit located in Tizit, Nagaland and the first company to have successfully achieved the FSC® –FM certification in the interior infrastructure segment in India. The Forest Management Certification will now ensure promoting and implementing Sustainable Farm Management practices in Greenply Industries plantation area in Tizit enhancing the quality and livelihood of the local group members associated with the project.The purpose of Greenply Industries Limited is to procure wood based raw material legally and responsibly on continuous and sustainable basis from the plantations grown by small growers who planted the short rotation fast growing species like Eucalyptus, Melia, Duabanga, Canarium, Terminalia. The procured wood from the Forest Management area will be initially used for own consumption of Greenply Industries for manufacturing of Plywood and other wooden items. Operations at the farm forestry project at Mon district of Nagaland had begun in the year 2013, covering around 850 hectares of marginal / degraded lands and will continue with plantation project to ensure sustainability.

The company is the first one in the wood & panel industry to introduce a range ofZero Emission (E-0) productskeeping in mind the health interest of its consumer by assuring to safeguard the indoor air quality by reducing formaldehyde emission in homes. E-0 grade emission compliance made sure that the plywood emits negligible formaldehyde and that its manufacturing facility has an on-site testing mechanism to monitor quality of the product in this regard. As an effort towards clean and green living, Greenply Industries will come up with more such product innovation which will be free from emission of any harmful gases and ensure a complete peace of mind for the consumers in the aspects of indoor air quality, and environmentally friendliness.

One Year of COVID – Pune Housing Market Holds its Ground

Despite the Covid-19 pandemic’s onslaught for more than a year now, the Pune residential market has remained resilient. Notably, Pune was among the worst-affected cities in not just Maharashtra but the entire country during both waves. Naturally, this has impacted the city’s economy in almost all sectors.

However, Pune’s housing market did fairly well even in the last one year. Both demand and new supply have been good and even picked up speed after restrictions were rolled back following the first wave in 2020.

Pune’s housing sales benefited a lot from the stamp duty cuts (now unfortunately over) and low home loan interest rates. The Maharashtra government’s stamp duty reduction (3% between September to December 2020 and 2% between January to March 2021) was a boon that helped both developers and their customers.

Leading banks are still offering home loans below 7%. Also, many of the prominent developers still offer bespoke deals including payment schemes (10:90, 20:80), a complete waiver of stamp duty and registration charges, GST waiver (5% of the property cost minus ITC benefits) and cash-back schemes. These offers continue to make buying homes in Pune attractive.

Moreover, buying homes has become a major priority for Puneris – not only for complete family safety in the pandemic but also because housing is still the best investment in a city like Pune.

Pune Housing Demand and Supply

Housing demand remained good in the last one year and Pune’s average property prices have remained attractive at around Rs. 6,573/sq. ft. in 2020 (according to Housing.com) for both first and second-home buyers. Affordability is a big factor in price-conscious Pune, especially during a health crisis like Covid-19.

In terms of new supply, ANAROCK Property Consultants says that roundabout 30,000 units were put on the market between April 2020 and March 2021. Developers confidently added this supply because housing demand in Pune exceeded expectations even in the pandemic. Because of strong competition, Pune’s developers maintained focus on the correct unit sizes, quality of their homes, and timely completion of their projects.

According to property consultants, Pune’s developers sold approx. 26,800 units in FY 2021. Interestingly, 48% of these sales were in the Pimpri-Chinchwad Municipal Corporation (PCMC) areas. In the previous FY 2020, PCMC’s share was lower at 45% of about 52,000 homes. The growth of housing demand in PCMC clearly shows that this highly-planned region is getting more and more attention from buyers during the pandemic.

Besides having all necessities that make life easy – such as water and electricity supply, scientific sewage system, abundant green open spaces and safety, PCMC is also Maharashtra’s Townships Capital.

Integrated townships are now all the rage among homebuyers who want additional safety and convenience after getting burned by Covid-19. Such buyers want to live in fully-equipped gated communities where all basic requirements, as well as safety and security, are assured.

In cities like Pune, the pandemic has in many ways been a booster for housing demand. We expect property prices to start hardening within 12-18 months because of the healthy demand.
