Recognising too many fans have been left on the sidelines of the match day experience, Carlsberg worked with LFC and the British Deaf Association (BDA) to teach fans at Anfield to perform a rendition of “You’ll Never Walk Alone” in British Sign Language (BSL). This initiative turns the iconic anthem into a truly inclusive experience during the West Ham game on 28th February, recognised as the Club’s official ‘Red Together’ match, celebrating the Club’s commitment to equality, diversity and inclusion.

Research from Carlsberg highlights a significant inclusion gap in football, as 81% of Deaf and hard of hearing fans wish to participate in matchday chants but feel unable to do so. This lack of accessibility leads to a sense of isolation, with 74% of those affected feeling disconnected from the stadium atmosphere.

By missing out on the roar of the crowd and collective singing, these individuals are frequently deprived of the camaraderie and emotional highs defining the live sporting experience.

95% of Deaf and hard of hearing fans admit feeling excluded in pubs and fan zones, deterring them from attending live sports, so the need for change is clear. Carlsberg is committed to bringing more access to more of the best in football long after the final whistle on 28th February.

Carlsberg and LFC are guaranteeing BSL interpreters at every men’s and women’s home match after the West Ham game. Dubbed ‘Fan Interpreters’ they will sign pre-match commentary and “You’ll Never Walk Alone” with hopes to expand their role further next season, ensuring Deaf and hard of hearing fans don’t miss out on these key elements of the game. 

To combat the exclusion Deaf and hard of hearing fans face during game day, Carlsberg is also training LFC bar staff in basic sign language and providing sign language training to staff in LFC fan bars and pubs across the world, including select pub team members at 16 Greene King Sport pubs across Merseyside.

BEIJING, Feb. 28, 2026 /PRNewswire/ — A legislative outreach office in Shanghai’s Changning District, established in 2015 in the Hongqiao Subdistrict by the Legislative Affairs Commission of the Standing Committee of the National People’s Congress (NPC), has become a landmark in China’s democratic progress.

As of 2025, the Legislative Affairs Commission of the NPC Standing Committee had established 54 such outreach offices across the country, and there were more than 7,800 such offices established by provincial or municipal legislatures. These platforms have served as vital bridges between residents and lawmakers, ensuring that democratic participation is embedded in the legislative process.

While Western democracies often equate democracy with elections, China’s whole-process people’s democracy ensures public participation throughout the entire process of governance, covering all aspects of the democratic process and all sectors of society. This approach fosters broad and continuous participation, ensuring that governance decisions reflect the collective will and evolving needs of society.

Extensive participation

China’s whole-process people’s democracy integrates democratic practices across all government levels and at every stage of policymaking – from election and consultation to decision-making, implementation and oversight.

It is embodied in the Two Sessions – the annual meetings of China’s top legislature, the NPC and the top political advisory body, the National Committee of the Chinese People’s Political Consultative Conference (CPPCC). Thousands of NPC deputies and CPPCC National Committee members convene in Beijing to deliberate on and discuss major policies and governance matters, representing a broad cross-section of society.

Over the years, innovation and creativity in grassroots democracy across urban and rural areas nationwide have become more dynamic than ever, unleashing great vitality at the grassroots level. From “courtyard meeting halls” and “bench meetings” to offline “roundtable meetings” and online “deliberation groups,” these pragmatic democratic practices based on local characteristics have provided sustained momentum for the development of China’s democracy.

In particular, these departments adopted more than 4,900 suggestions and proposals from deputies and members, and issued more than 2,200 related policies and measures.

Pooling wisdom for 15th Five-Year Plan

The drafting of China’s 15th Five-Year Plan (2026–2030) for economic and social development provides another vivid example. Deliberations on the draft outline are among the most closely watched items on the agenda of this year’s Two Sessions.

On Friday, a key leadership meeting was held to discuss a draft outline of the 15th Five-Year Plan and a draft government work report to be submitted by the State Council to the upcoming annual session of the national legislature for review.

Formulating the 15th Five-Year Plan has been a process of practicing whole-process people’s democracy. From May 20 to June 20 last year, China launched an online public consultation to gather opinions for its next five-year plan. The initiative drew over 3.11 million valid submissions, yielding more than 1,500 constructive suggestions across 27 topics.

A summary of these findings was reviewed by Xi and submitted to the Party leadership, ensuring that citizens’ voices were heard at the highest level. By September, a total of 2,112 suggestions had been collected from various regions, departments and sectors, resulting in 218 revisions to the document.

This broad-based participation demonstrates that national development strategies are rooted in public will, gathering strong momentum for Chinese modernization.

New AI and health centre to be launched by IlSc and U of T

The University of Toronto President also met with Canadian and Indian officials in Mumbai to highlight urban sustainability work

MUMBAI, Feb 28 — The University of Toronto and the Indian Institute of Science are developing a centre of excellence that uses artificial intelligence to build predictive health-care systems – a partnership that builds on U of T’s strong partnerships and deep engagement in India.

U of T President Melanie Woodin announced the new initiative – which will work on AI-powered tools to improve early diagnosis of patients, expand access to care and train the next generation of AI and health leaders globally – at an event in Mumbai that included Canadian Prime Minister Mark Carney, Foreign Affairs Minister Anita Anand and Indian Minister of Skill Development and Entrepreneurship Jayant Chaudhary.

Held at the Taj Mahal Palace Hotel, the Canadian universities’ showcase saw government officials, university leaders and partners from India’s higher education and entrepreneurship sectors meet with the founders of startups supported by the U of T India Foundation. Founded by U of T in 2023 with support from Tata Trusts, the foundation is supported by a team of six staff in Mumbai who help link U of T academics, particularly from the School of Cities, with India-based partners who are working on sustainable, inclusive solutions to a range of urban challenges.

Woodin said the foundation’s work bringing together researchers, entrepreneurs and innovators in Canada and India is closely aligned with the two countries’ economic and talent priorities.

The event comes on the heels of the Canada-India Joint Statement issued in October 2025 by Anand and Subrahmanyam Jaishankar, India’s minister of external affairs. The statement called for a strengthening of Canada-India ties with a view to forging economic opportunities and reinforcing strategic stability amid a shifting global geopolitical landscape.

The country of 1.4 billion is the second largest source of international students at U of T, with more than 1,800 learners enrolled across undergraduate and graduate programs.

“I anticipate that this number will grow in the coming years as the relations between our two countries continues to strengthen,” Woodin said.

She added that U of T has provided $63 million in merit-based scholarships to 707 undergraduate students from India since 2020 – and is offering another 274 scholarships this admissions cycle, worth about $25 million. It’s part of U of T’s commitment to reinvest six per cent of its international tuition revenue annually in scholarships for top ranked international undergraduate students from across the globe.

At the showcase in Mumbai, five U of T India Foundation-supported startups had the opportunity to demonstrate their solutions to Carney, Anand and Chaudhary. They included Civilytix, co-founded by students at the Vellore Institute of Technology, which develops solar-powered, AI-enabled greywater recycling systems designed to reduce freshwater consumption; and Trinano, incubated at the Indian Institute of Technology (IIT) Bombay, which develops advanced nano-coatings for solar panels to improve durability and energy efficiency.

Anjana Dattani, an assistant professor in the Rotman School of Management who provides mentorship and advice to U of T India Foundation-backed startups, said India is home to several emerging and novel climate and sustainability solutions. “The U of T India Foundation is playing a significant role in helping founders translate ideas in clean energy, water and the circular economy into viable enterprises,” said Dattani, who attended the startup showcase in Mumbai.

“My work with these startups focuses on strengthening core founder competencies in business model design, stakeholder-centered problem framing, customer discovery and storytelling.

“For faculty, such partnerships provide an opportunity to refine our innovation frameworks in real-world settings while bringing global insights back into our classrooms – reinforcing U of T’s tangible impact and thought leadership on urgent sustainability challenges.”
