Ministry of Labour and Employment, Govt. of India initiates the process for setting up ESIC hospital at Dholera SIR

Gandhinagar: Dholera Special Investment Region (DSIR), a major Greenfield Industrial Hub planned and located over 100km south of Ahmedabad, is in conversation with ESIC under India’s Ministry of Labour and Employment to allocate land for constructing around 200-bed hospital. With the initiation of this public health system, Dholera will aim to provide affordable healthcare treatment to workers and employees of the special investment region.

Dholera SIR, which caters to more than 4500 labourers and a request to the Ministry of Labour and Employment, was made for setting up a hospital to deliver high-quality healthcare for its workers. As the workforce will grow due to upcoming connectivity projects and the launch of new industrial units in the special investment region, the need for a hospital is evident, paving the way for opening up new vistas of development of the hinterland. Currently, Bhavnagar and Ahmedabad are the closest cities with major hospitals at 65 km and 110 km, respectively.

The Ministry has accepted and have initiated on the proposal submitted by Dholera Industrial City Development Limited (DICDL) for setting up an ESIC hospital as DSIR has already identified a land parcel for around 200 bed hospital in the activation area. As of now (22.54 sq km) is being developed in phase 1 of the Activation area out of 920 sq km. It will impact the development at the DSIR since Dholera is experiencing immigration in the form of skilled and unskilled labourers for the ongoing construction activities in and around the activation Area.

Shri Hareet Shukla, IAS, Managing Director, Dholera Industrial City Development Ltd (DICDL), said, “We are pleased to announce that the Ministry has approved our request and a dialogue has been initiated with the officials from State ESIC for setting up an ESI Hospital Dholera SIR. This would greatly benefit the workers and, in turn, will be a great push for the region’s development. The health care facility will serve not only the existing employees and workers but also the futuristic development due to existing and proposed connectivity projects.”

ESIC has examined the matter and obtained preliminary reports to ascertain the feasibility of setting up an ESIC hospital at Dholera, as it already meets the minimum norms of Insured Persons (IPs) required to set up an ESIC hospital.

Dholera is a Greenfield site for developing industries with provision for adequate social and civic amenities. Further, to provide seamless connectivity to the Dholera Special Investment Region from Ahmedabad, a Dedicated Freight Corridor, the gateway sea-ports, a dedicated rail line for movement of goods and a Mass Rapid Transit System (MRTS) have also been planned.

Vinati Organics and Samhita -CGF to empower 5,380 women in Maharashtra

Maharashtra: Vinati Organics Ltd in partnership with Samhita and Collective Good Foundation has launched HERS (Health, Education, REVIVE, Skilling), a series of initiatives designed to address fundamental issues faced by women in India including education, sanitation, basic hygiene and employability.

As per the World Economic Forum’s Global Gender Gap Report 2021, the country has now slipped28 places to the 140th position in the index. The pandemic has further impacted livelihoods, putting 4 out of every 10 women out of the workforce. HERS is a step towards bridging this gender gap and will aim to empower 5,380 women across Maharashtra.

As part of the HERS approach, Vinati Organics, Samhita and CGF, have identified some of the primary obstacles to growth and development for girls and women in India. They include low access to education, vulnerability to gender-based violence, low access to digital and financial resources and low labour force participation. Through a series of initiatives, HERS (Health, Education, REVIVE, Skilling) will aim to help women overcome these barriers and support their social and economic growth:

· In-school training program: 3,500 adolescent students (girls and boys) from 8-10th grades and 100 teachers will be empowered through essential life skills and gender sensitisation, with Yuva Mitra as the implementing partner.

· School sanitation and Behaviour Change Campaign: Over30,00 students across 5 schools will be provided with access to safe and sustainable sanitation facilities to promote healthy and hygienic practices. Ecosan Services Foundation is the implementing partner

· Out-of-school employability program: With Head Held High Foundation as the implementing partner, 150 out-of-school young adults (18-30 years) from rural communities will be provided essential employability and life-skills training.

· Scholarship programme: 320 adolescent girls from disadvantaged and rural communities of Maharashtra, studying in 12th grade will be given scholarships to support the completion of higher secondary education. Buddy4Study India Foundation is the implementing partner for this initiative.

Under the HERS series,Vinati Organics has also joined the REVIVE Alliance, an initiative by Samhita-CGF to help restore the livelihoods of informal workers and micro-entrepreneurs affected by the COVID-19 pandemic. Vinati Organics has committed to provide returnable grants to 1,500 women farmers, artisans and micro-entrepreneurs (engaged in various occupations ranging from food manufacturing to beauty entrepreneurs, shop owners and many others).

Vedanta promotes fruit farming in Karnataka through ‘Wadi’ Model’

Chitradurga, Karnataka: Vedanta’s Iron Ore Karnataka (IOK), under the umbrella CSR initiative that is, Alternative Livelihood Opportunities Project (ALOP) has introduced ‘Wadi’ Model (Tree based farming Model) across 11 villages in Karnataka state. Under this initiative 1700 Alphonso Mango grafts were provided to 40 farmers, which will bring 47 acres of land under fruit cultivation, thereby benefiting the farming community with sustainable alternative livelihoods. The program is introduced in order to support the small farmers (with less than 5 acre land holding) to opt for commercial fruit farming helping them to enhance their income.

The ALOP project is implemented in association with NGO partner Bharatiya Agro Industries Foundation (BAIF), with a larger objective to create sustainable livelihood opportunities with major focus on giving boost to Agriculture and Agri. allied livelihood opportunities.

Search underway for India’s Most Innovative Assistive Tech Startups in 2021 with Prosus SICA

Bangalore: This year’s search for India’s most innovative assistive technology startups is underway with the launch today of Prosus SICA (Social Impact Challenge for Accessibility)2021.

Created last year by Prosus – in partnership with Invest India, Social Alpha and the World Health Organization – the initiative invites Indian startups with the most promising solutions in the assistive technology space to compete for an annual grant and access to the Prosus SICA mentorship programme.

With more than 70 million Indians estimated to live with some form of disability* the societal impact of improving lives and empowering people through assistive technology can be immense. Prosus SICA was recognised earlier this month as “CSR Initiative of the Year” by the AssisTech Foundation.

Prosus has committed INR 16,500,000 to the initiative over three years, and each year awards grants to three successful startups. Partners including Invest India and Social Alpha provide additional mentoring and financing opportunities, while WHO supports the programme with technical assistance.

In its inaugural edition in 2020, Prosus SICA received over 200 applications from 25 states and seven union territories across India. The top three startups recognised for their ingenuity and impact across a range of assistive technologies were Sohum Innovation Lab (Bengaluru), NeoMotion (Chennai) and Stamuri (New Delhi).

In addition to the top startups, two other finalists were enrolled into the SICA mentorship programme to benefit from Prosus’s experience in supporting entrepreneurs and helping them to succeed: Cogniable (Delhi) and Thinkerbell Solutions (Delhi).

For Prosus SICA 2021, an expert panel of judges will assemble to identify innovative startups with the most potential to positively impact the lives of persons with disabilities. The top startups will be announced in December to mark the International Day of Persons with Disabilities.

Property E-Registration in Maharashtra – Covid-19 Brings Another Gamechanger

In these unprecedented times of the pandemic, going digital has become indispensable for most industries, including Indian real estate. In line with this, the recent announcement by the Maharashtra government that it will finally implement a full e-registration facility for new properties at developer offices is highly timely.

To hopefully be rolled out from October this year, e-registration of all first sale MahaRERA-registered properties will not only boost overall transparency. It is a major step towards future-proofing the housing industry in times of current and future uncertainty, and it will help developers become even more customer-centred.

E-registration will ultimately benefit all real estate stakeholders – developers, consumers and also the government.

Developers will see renewed sales momentum, even when registration offices are shut or visiting crowded government offices is unsafe.
Buyers will enjoy a vastly improved level of ease and convenience by being able to secure their dream homes faster at a time when homeownership sentiment has hit its highest peak in decades.
For the government, seamless continuity of the property registration process will help maintain state revenue collections.

Early Beginnings

In April 2020 – when the first lockdown more or less crippled the sector – there were just 796 property registrations in Maharashtra. According to the Department of Registration and Stamps, Maharashtra, the total revenue collection was just Rs. 3 crores. This dire state of affairs becomes more apparent if we consider that in April of 2019, there were nearly 1.05 lakh properties registered with total revenue collections of over Rs. 1,563 crores.

While this 99% drop in the number of registrations and 100% fall in revenues was a huge setback for the government coffers. The decision to roll out property e-registration is not merely a convenience extended to developers and their customers, but an insurance policy that the state government is taking out to prevent any such revenue shortfalls in the future – even during such pandemics.

High Time for Change

The property registration process in all states has always been very cumbersome and time-consuming. Over the last few years, on average, more than one lakh property documents are registered in Maharashtra every month. The massive crowding at sub-registrar offices leads to long queues that strain everyone’s nerves and patience – and already over-stressed government office infrastructure.

Ultimately, the traditional way of registering property sales deeds is a huge inconvenience, with people sometimes waiting an entire day to get their property documents registered. Also, middlemen charge exorbitant fees to ‘grease the wheels’.

But despite all these drawbacks, the old system continued until the Covid-19 pandemic proved to be the catalyst for change. Crowded government offices are not compatible with full or partial lockdowns and social distancing rules.

In 2019, the Maharashtra government first introduced the online registration of property documents to reduce paperwork, save time, and improve transparency. Homebuyers could upload their property documents on the Public Data Entry (PDE) section of the designated website in advance. Then they choose a day and time to visit the registration office.

This step aimed to be a time-saver for buyers and officials as buyers only had to come to the registration office for fingerprints and signatures. However, there were technical glitches galore – and it still required at least one visit to the sub-registrar office.

Gearing Up for the Future

After Covid-19 bared its teeth and became the most powerful call for technology adoption yet, the government has finally decided to meet this challenge head-on. After all, a commitment towards ease of doing business must also percolate down to the masses. The stated intention is to make e-registration of sales of new homes by developers of MahaRERA-approved projects not only possible but mandatory from October 2021.

The process has already been field-tested in the offices of select leading developers; online registrations were done from their offices in coordination with the property registration department. This critical Digitech intervention will be a gamechanger. Whether it will plug all the previous leakages and systemic flaws remains to be seen, but all journeys towards progress start with the critical first step.
