Odisha Unveils EV Policy 2.0: Subsidies, Charging Infrastructure, and Support for EV Manufacturing

Odisha is steering toward a greener future with the launch of its Electric Vehicle (EV) Policy 2.0, aiming to revolutionize mobility in the state. Aligned with the broader vision of Viksit Odisha 2036, the policy seeks to boost electric vehicle adoption, improve charging infrastructure, and support EV manufacturing and job creation.

Why Odisha EV Policy 2.0 Matters

The state’s first EV policy in 2021 laid the groundwork for cleaner transportation, but EV Policy 2.0 is a comprehensive overhaul, designed to accelerate adoption and ensure long-term sustainability. The ambitious goal: 50% of all new vehicle registrations in Odisha to be battery electric vehicles (BEVs) by 2036.

EV adoption is already gaining traction. Registration of electric vehicles in the state jumped from 1.16% in 2021 to 8.71% by mid-2025, signaling growing public readiness to embrace clean mobility.

Key Features of the Policy

1. Attractive EV Subsidies

The policy introduces enhanced incentives for buyers of electric two-wheelers, cars, and commercial vehicles, including:

  • Subsidies based on battery capacity (INR/kWh)

  • Road tax exemptions

  • Low-interest financing options

  • Incentives for Charge Point Operators (CPOs) establishing charging stations

An online application system is expected to make subsidy claims easy, transparent, and fast, allowing residents to track their status in real-time.

2. Expansion of Charging Infrastructure

A major barrier to EV adoption is the availability of charging stations. Odisha currently has over 550 public charging stations (PCS) and plans to expand further through a new Request for Proposal (RFP) for rapid deployment at strategic locations. This ensures reduced “range anxiety” for EV users and supports smoother adoption.

3. Support for Manufacturing and Job Creation

EV Policy 2.0 also focuses on the supply side of the EV ecosystem:

  • Encouraging local manufacturing of electric vehicles and components

  • Promoting battery assembly units

  • Offering incentives for R&D centers in EV technology

  • Creating jobs in the green mobility sector

This dual focus ensures both demand (buyers) and supply (manufacturers) are supported, making Odisha’s EV ecosystem sustainable.

Policy Roadmap and Stakeholder Involvement

The policy was shaped during high-level consultations, chaired by Usha Padhee, Principal Secretary of Commerce & Transport, with active participation from officials across Transport, Energy, Finance, Housing & Urban Development, and Skill Development. Key discussions included:

  • Enhanced purchase incentives

  • Vehicle retrofitting and scrappage benefits

  • Development of charging infrastructure under the PM E-DRIVE Scheme

  • Creation of a dedicated State EV Fund to ensure long-term sustainability

The emphasis on inter-departmental coordination and private sector participation underlines Odisha’s inclusive approach to transitioning toward electric mobility.
